SERU Test Price Increase

As mentioned in our blog from April 2025 title “Private Hire License Fee Increase” – TfL have now officially increased the price of Private Hire Licensing. The SERU assessment price has also increased, as well as the TfL English Speaking & Listening assessment.

Here are the new PCO Private Hire Driver licensing fees that came into effect from 9th March 2026.

SERU Assessment fees 2026
First attempt is £40
Re-sit price is £30

TfL English Language – Speaking & Listening Test fees 2026
First attempt is £40
Re-sit price is £30

Topographical Skills Assessment fees 2026
First attempt is £40
Re-sit price is £30

Previously, each of the assessment first attempt fee was £36 and the re-sit was £16.

Private Hire Driver Licensing Fees 2026
PHV driver licence application fee: £138 (was £124)
PHV Driver grant of licence fee: £205 (was £186)

Private Hire Vehicle Licensing Fees 2026
Vehicle Licence Application fee £84 (no increase)
Vehicle grant of licence fee £56 (no increase)

These new PHV licence fee increases will be difficult for many drivers. And may even put off drivers who are looking to apply for their private hire drivers’ licence in London. 2026 has already seen fuel prices go sky high on top of many other price hikes to deal with.
