This is a very common question asked by existing PCO drivers and new PCO driver applicants.
The information by TfL about the SERU test and the speaking and listening test can be a little confusing.
The simple answer to the question, “Do I need to do the TfL SERU test?” is yes. All existing and new PCO drivers will need to do the SERU test. However, there are different deadlines depending on your situation which determine when you need to do it by and if you also need to do the TfL Speaking and Listening test as well.
Below we’ve done a breakdown to help you figure out if you need to do the new TfL SERU test.
1.Your are applying for a new PCO Licence
If you are applying for the first time or your old private hire licence expired and you did not renew, then the following applies to you.
Status: You applied for your PCO Licence
on or after
01/10/2021 (1 October 2021)
but before
31/03/2023 (31 March 2023)
Deadline: 30/09/2024 (30th September 2024)
Tests you will need to take:
– SERU Test
– Speaking & Listening Test
2.Your are applying for a new PCO Licence but;
Status: You applied after 1st of April 2023
on or after
01/04/2023 (1 April 2023)
Deadline: You must pass test before TfL issue your private hire licence
Tests to take:

- Speaking & Listening Test
3.Your are renewing your PCO Licence but;
Status: Completed previous English Language Requirement and accepted by TfL
Deadline: 31/03/2025 (31 March 2025)
Tests to take:
- SERU Test only
4.Your are renewing your PCO Licence but;
Status: Did not complete previous English Language Requirement by 30th of September 2021 or TfL did not accept your English Language Requirement evidence
Deadline: 30/09/2023 (30 September 2023)
